The first in the series of publications for the Council on Social Action, this report sets the scene for their subsequent work by outlining the ideas underpinning the CoSA approach to supporting and developing Willing Citizens. Those people who choose to be part of a local and global community where people show concern for one another. They acknowledge the power of individuals and the value of using this power to collaborate for the collective good.
